If a SwitchTo LDL command has been executed to switch to a new Segment, then this method returns true, and passes information about the new segment via parameters.

A reference to an ISegmentCycle pointer should be passed as the first parameter. This will point at the new Segment after returning. A reference to a string should be passed as the second parameter. This contains the name of the new Segment after returning.
